Job description

Basic Function of Position:
The USAID/South Africa (SA) Health Office (HO) manages one of the largest President’s Emergency Plan for AIDS Relief (PEPFAR) programs in the world. In order to accelerate epidemic control, USAID supports comprehensive community-based services (e.g., HIV Testing Services
[HTS]; HIV prevention for Adolescent Girls and Young Women (AGYW); Orphans and Vulnerable Children and Youth [OVCY] and Children, Adolescents and Families in the HIV Epidemic services; Gender-Based Violence (GBV) services, and Demand Creation activities). USAID/Southern Africa leads the PEPFAR OVC program in South Africa. Specifically, the OVC Specialist is responsible for
the following:
● Overseeing Children, Adolescents and Families in the HIV Epidemic (CAFHE) activities with a
special focus on Adolescent Girls and Young Women aimed at achieving epidemic control.
● Providing technical support and leadership to USAID grantees and contractors and the South
African government.
● Coordinating with other U.S. government agencies, development partners, and the private
sector.
 
Major Duties and Responsibilities:
Program/Project Management (40%)
  • Act as Contracting Officer’s Representative and/or Agreement Officer’s Representative for contracts and/or agreements in the USAID/Southern Africa OVC and CAFHE portfolio, including management of budgets as well as administrative, financial, and technical management and oversight of contracts and agreements.
  • Participate in the strategic design and procurement of OVC service delivery activities.
  • Lead the design of special studies and evaluations related to OVC and related activities.
  • Implement interventions to leverage technology and innovation to accelerate epidemic control.
  • Establish innovative partnerships and linkages with multilateral and bilateral donors, foundations, and/or corporations to strengthen programmatic linkages and expand opportunities for sexuality education regarding sexuality and HIV risk reduction; and promotes healthy decision-making.
  • Oversee compliance of USAID/South Africa OVC and CAFHE programs with South African Government and U.S. Government policies and guidelines.
  • Participate and lead Site Improvement through Monitoring System (SIMS) visits to community sites ensuring appropriate coordination with partners, local counterparts.
Strategic and Technical Leadership (30%)
  • Act as a senior technical specialist and as a senior subject matter expert on issues of CAFHE and OVC, including South African Government HIV Prevention priorities, e.g., She Conquers, You Only Live Once.
  • Coordinate closely with Department of Social Development (DSD) counterparts at the national, provincial, and district levels.
  • Coordinate USAID activities aligned with PEPFAR special initiatives (e.g., DREAMS, GBV) at the national, provincial, and district levels as required.
  • Implement strategies to leverage the capabilities of the public, private, and non-governmental organization (NGO) sectors to improve the South African social development system.
  • Implement strategies to improve the basket of community services within urban, peri-urban, rural, and informal contexts.
  • Implement strategies to improve facility-community referral and linkage systems.
  • Represent USAID to external organizations and audiences at key professional meetings and
  • conferences as assigned.
  • Represent USAID on South African government working groups.
PEPFAR Technical Working Groups (30%)
  • Participate in the U.S. Government Interagency HIV Prevention Technical Working Groups.
  • Establish and maintain close working relationships and technically represent USAID to all levels of staff at relevant USAID operating units, implementing partners, U.S. Embassy Pretoria, PEPFAR Coordination Office, Centers for Disease Control and Prevention, U.S. Department of Health and Human Services, the Office of the Global AIDS Coordinator and
  • U.S. Congress.
CCN PSCs may participate in temporary duty (TDY) travel to USAID/Washington and other Missions in order to participate in the Foreign Service National Fellowship Program described in ADS 495maa.
 
POSITION ELEMENTS
 
Job Knowledge:  Advanced understanding of PEPFAR and the role of USAID in PEPFAR’s implementation of HIV Prevention programs supporting Children Adolescents and Families in the HIV Epidemic. Knowledge of South African government priorities (e.g., National Strategic Plans). Knowledge of the roles of community cadres (e.g., Social Workers, Social Auxiliary Workers, Community Caregivers, Youth and Childcare Workers). Knowledge of HIV epidemiology and the social impact of HIV and AIDS and the impact of schools as a place of safety (e.g., HTS, HIV prevention for AGYW; OVC services; GBV services supportive linkage to HIV services) and the social determinants of health.
 
Skills and Abilities: The ability to operate independently with limited direct supervision of day-to-day activities is required. Strong analytical and quantitative skills. Strong computer software skills. Strong interpersonal communication and excellent oral presentation and writing skills. Ability to work within diverse teams. Strong diplomacy and negotiation skills. Ability to travel is required.
 
Post Entry Training: The Specialist will be required to undergo USAID training in Introduction to the Program Cycle, Project Design and Management, and maintain a COR/AOR certification as well as PEPFAR specific training in DATIM, Panorama and SIMS.
 
Supervision Received: Supervised by the Health Office Deputy Director.
 
Supervision Exercised: The supervision of other staff is not contemplated.
 
Available Guidelines: Federal Acquisition Regulation (FAR); AID Acquisitions Regulations (AIDAR; AID Automated Directives System (ADS Series); U.S. Department of State Standardized Regulations; Federal Travel Regulations; Circulars and Controller General Decisions, USAID Mission Orders, Project Papers, Mission Strategy, and other documents available, USAID & OGAC policies and procedures, Technical Documents and Policy Papers.
 
Exercise of Judgment: A high degree of independent judgment and initiative is expected. The Specialist receives minimal day-to-day supervision, and general technical direction. The Specialist is expected to carry out all duties in an independent manner, calling on the supervisor for policy and decision-making matters.
 
Authority to Make Commitments: Follows and interprets USAID activity management and implementation guidelines. Approves funds disbursement under Agency Agreement. The Specialist exercises the authority given to activity managers and CORs/AORs and may make administrative arrangements consistent with ADS guidance and Mission and Office policy. The Specialist takes action and establishes priorities based on available guidelines and professional
judgment. Guidance is sought when needed, and superiors informed of activity and project status. Within the scope of the authority delegated, the Specialist may indicate to ranking counterpart and IP officials that they will make a recommendation to USAID on a specific activity, issue, or problem. The Specialist has no independent authority to commit the USG to the expenditure of funds.
 
Nature, Level, and Purpose of Contacts: The Specialist has routine and frequent contact with officials from many levels of the U.S. Consulates, USG colleagues, implementing partners, and the Government of South Africa.
 
Time Expected to Reach Full Performance Level: One year.
 
EVALUATION AND SELECTION FACTORS
 
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The FAR provisions referenced above are available at https://www.acquisition.gov/browse/index/far.
 
The following factors, and points for each, will be the basis for the evaluation of applications meeting the required minimum qualifications. FACTOR #1 - Relevant Work Experience 35 points:
● Seven years’ experience in program/project management.
● Experience working with the South African government.
● Experience working with international donors and managing PEPFAR programs.
● Experience developing work plans and performance monitoring systems.
 
FACTOR #2 – Job Knowledge - 35 points:
● Advanced understanding of PEPFAR.

● Demonstrated excellent written communication and ability to communicate information in objective, transparent, accurate, and concise written form.
 
How the Selection will be made:

● The TEC will review each of the forwarded applications against the established evaluation criteria to develop a shortlist of applicants to be tested and possibly interviewed.

Assessments to include English writing, computer and other technical skills may be administered to determine competitively ranked applicants for possible interviews. Competitively ranked applicants will be interviewed. Reference checks will be made only for the interviewed applicants.
● Following the interview, during which the applicant will be evaluated against the established criteria, the TEC will make a preliminary determination of applicants to be considered for employment and conduct and document reference checks. The applicant’s references must be able to provide substantive information about their past performance and abilities. VII. BENEFITS AND ALLOWANCES
As a matter of policy, and as appropriate, a PSC is normally authorized the following benefits and allowances: basic salary, miscellaneous allowance, pension fund and medical aid subsidy in accordance with the Local Compensation Plan.

Minimum requirements

Education: Bachelor’s degree in social work, behavioral sciences or similar social science-related fields is required.
 
Prior Work Experience: Minimum of seven (7) years relevant work experience. Relevant work experience for this position is experience in program/project management, experience working with the South African government and experience working with international donors and managing PEPFAR programs. The Specialist must demonstrate experience developing work plans and performance monitoring systems.
 
Language Proficiency: English language fluency (Level IV English), in oral, reading and written
communications.
