Job description
Basic Function of Position:
The USAID/South Africa (SA) Health Office (HO) manages one of the largest President’s Emergency Plan for AIDS Relief (PEPFAR) programs in the world. The Health and HIV/AIDS portfolio covers a broad range of health topics, including HIV Treatment, Care, Voluntary Counseling and Testing, Prevention of Mother-to-Child Transmission (PMTCT), Tuberculosis/HIV, HIV Prevention, and Orphans and Vulnerable Children programs. An estimated 80% of the USAID/South Africa portfolio is implemented through local organizations. These partners are tasked with reaching ambitious targets so that South Africa can reach HIV epidemic control. This requires USAID and its implementing partners to advocate for strong national health policies, quickly adapt to changing data trends, and adopt reflexive technical and organizational reforms.
Primary responsibilities of the Social Protection & Psychosocial Support Specialist (SP&PS) position are to contribute to the USAID Health Office social protection programming areas including orphans and vulnerable children and youth (OVCY), key populations (KP), sexual and gender-based violence (GBV), family and household economic strengthening, and psychosocial support services. Strategize and implement activities to promote social protection and psychosocial support through collaboration with the South African government, Department of Social Development, Ministry of Health (MOH), Department of Basic Education, international organizations, as well as partners funded by the U.S. Government or Global Fund, and non-governmental organizations (NGOs) to strategize activities engaged in social protection programming. S/he will serve as a Government Agreement Technical Representative (GATR) or the Alternate GATR and may serve as the Contract Officer's Representative/Agreement Officer's Representative (COR/AOR) or the Alternate COR/AOR and/or Activity Manager of current of future BHO awards.
These will include the monitoring of ongoing project activities, managing procurement actions, and supporting the design and procurement of new acquisition or assistance instruments for social protection programming. In addition to overseeing technical portfolio activities, the Specialist will support project design, procurement, and activity management, annual planning, and monitoring and reporting for the social protection portfolio.
The SP&PS will work in close collaboration with other PEPFAR team members including the Prevention & Orphans & Vulnerable Children and Youth (OVC) team leader, the OVC Specialist, the Adolescent Girls and Young Women and Boys team, the Youth Advisor, the Gender Advisor, the Private Sector Collaborations Advisor and other technical experts from the USAID Health Team and other USG agencies. S/He will be responsible for contributing to and supporting the overall strategic direction, relevance, coverage, and quality of the orphans and vulnerable children and youth portfolio and for the design, implementation and evaluation of related SP&PSS activities implemented by USAID. S/He coordinates communication and advocacy efforts related to social protection and psychosocial support, the integration of social protection and mental health and psychosocial support into other USAID technical areas and sectors and supports the strategy of evidence-based learning by exploring areas where USAID can enhance its contributions to social protection and psychosocial support policy research, in accordance with commitments in the Mission strategy. This Social Protection & Psychosocial Support Specialist will work in liaison with the Strategic Prevention Team Leader, the Adolescent Girls and Young Team Leader and the Deputy Director for Prevention, maintaining monitoring and oversight of the integrated primary HIV prevention efforts, and working in sync with other Prevention Implementation Specialists on the Bilateral Health Office Team. The position is located in the USAID Office of Health based at the Cape Town Consulate. This position will support planning, implementation, program and activity design, budgeting, and monitoring of HIV/AIDS projects in the Western and Eastern Cape. The jobholder reports to the Deputy Director for Prevention and has no supervisory responsibility.
Major Duties and Responsibilities:
Strategic and Technical Leadership (40%)
The SP&PS will:
- Support and represent USAID and PEPFAR South Africa as the subject matter expert on issues of vulnerable children and social protection and mental health and psychosocial support and effectively integrate provincial programming across the provincial portfolio specifically in the Western and Eastern Cape, e.g., child focused programming, targeting the most vulnerable children, capacity building,
- Disseminate state of the art models at the provincial level and programs for Children, Adolescents and Families in the HIV epidemic in the technical areas of keeping children in school, child protection, child welfare systems strengthening, parenting support programs, social protection and HIV health related issues that affect children.
- Advance the concept of mitigation programs to assure the needs of AIDS affected children are addressed at a provincial level.
- Coordinate with other sectors, such as Children, Adolescents and Families in the HIV epidemic, prevention of GBV and children of Key Populations programming within the context of PEPFAR programming.
- Coordinate and collaborate closely with the Strategic Information team on monitoring and evaluation of orphans and vulnerable children activities including identifying relevant and useful OVCY indicators to inform HIV programming.
- Support statistical and qualitative analysis to inform Children, Adolescents and Families in the HIV epidemic programming and disseminating findings through internal reports, and other publications.
- Share and implement strategies to leverage the capabilities of the public, private, and non-governmental organization (NGO) sectors to improve OVC programming within the South African social & health system. Focus on developing private sector partnerships and increasing the resource base for Children, Adolescents and Families in the HIV epidemic implementing partners specifically for Western and Eastern Cape.
- With guidance from team members and supervisors, represent USAID to external organizations and audiences at meetings and conferences including South African Government, Provincial Departments of Social Development, researchers, multilateral organizations (e.g., UNICEF, UNAIDS, and Global Fund), foundations and local private sector.
Program/Project Management (30%)
The SP&PS Specialist will:
- Act as the Government Agreement Technical Representative (GATR) and/or the Contracting Officer’s Representative and/or Agreement Officer’s Representative for contracts and/or agreements in the USAID/South Africa health portfolio, including management of budgets as well as administrative, financial, and technical management support and oversight of contracts and agreements.
- Participate in the strategic design and procurement of family-centered child focused activities.
- Monitors the implementation of national policies at the district and sub district levels and actions related to child protection and safeguarding and psychosocial support and parenting policies.
- Keep abreast of new survey and research findings on children and families in the HIV epidemic; synthesize their findings and translate implications into routine programming and advise on appropriate shifts and adapting strategy to respond to evolving epidemiological data, in concert with other team members.
- Provide ongoing technical assistance, training, and consultation on the development and implementation of OVC and Youth (OVCY) and South African Adolescent Girls and Young Women and Young Men activities to USG staff and implementing partners, including assistance in the application of new data and operational research findings to improve program quality and activities.
- Work with the BHO Team members to improve coordination in Children and Youth programming portfolios and improve coordination with the provincial government’s child focused strategy and other donor, and NGO activities in South Africa. Support strategies to strengthen coordination and harmonization of child focused and mental health approaches and messages across USG-funded OVCY and South African Adolescent Girls and Young Women and Young Boys activities.
- Provide ongoing technical assistance, training and consultation on the development and implementation of Children, Adolescents and Families in the HIV epidemic activities to USG activity managers and partners, including assistance in the application of new data and research findings to program activities.
- Ensure that best practices and evidence-based approaches are incorporated into USAID-funded Children, Adolescents and Families in the HIV epidemic programs. Work with team members to organize learning events to update USG partners and build their capacity in state-of-the-art Government supported approaches.
- Establish innovative child and youth focused partnerships and linkages at the provincial level with multilateral and bilateral donors, foundations, and/or corporations to strengthen programmatic linkages.
- Support compliance of USAID/South Africa health and social programs with South African Government and U.S. Government policies and guidelines on children and youth.
- Coordinate, lead and participate in Site Improvement through Monitoring System (SIMS) visits to facility and community sites in close coordination and collaboration with South African provincial and district Social Development management teams. Support and lead above-site SIMS visits.
- Analyze and triangulate programmatic data to make recommendations to improve performance management and project design.
- Provide Children, Adolescents and Families in the HIV epidemic strategic and programmatic technical assistance to PEPFAR/South Africa implementing partners at the provincial level.
Inter-Sectoral Coordination (30%)
The SP&PS will:
- Participate in the PEPFAR/South Africa Children and HIV Prevention Technical Working Groups (TWG) assisting the Prevention Team members in identifying and following up on key issues, including those related to policy and implementation.
- Represent PEPFAR/South Africa and/or USAID/South Africa on provincial inter-sectoral technical working groups.
- Establish and maintain close working relationships and technically represent USAID to all levels of staff at relevant USAID operating units, South African government, implementing partners, the Office of the Global AIDS Coordinator, Centers for Disease Control and Prevention, US Department of Health and Human Services, U.S. Embassy Pretoria and other agencies.
CCN PSCs may participate in temporary duty (TDY) travel to USAID/Washington and other Missions in order to participate in the Foreign Service National Fellowship Program described in ADS 495maa.
POSITION ELEMENTS
Job Knowledge: Advanced understanding of international development, PEPFAR and the role of USAID in PEPFAR’s implementation. Knowledge of South African government priorities and policies for children, adolescents and youth (e.g., Adolescent Youth Health Services, Youth Policy, Children’s Act, Comprehensive Sexuality Education, Adherence Guidelines, Psychosocial support for children, Social and Behavior Change Government curricula and intensive adherence counseling support for children and adolescents living with HIV). Knowledge of the roles of social sector and community cadres (e.g., Community Health Workers, Community Caregivers, Learner Support Agents, Youth and Child Care Workers) Knowledge of HIV epidemiology and community services (e.g., community based HIV testing, prevention and treatment , Social and Behavior Change, HIV prevention for AGYW, KPs and other priority populations; Children, Adolescents and Families in the HIV epidemic services; Prevention and response to GBV services; PrEP; Community Care and Distribution of ARVs; TB Prevention for children and their Families ). Senior-level knowledge related to planning, designing, implementing, and providing technical guidance on HIV prevention, adolescent, youth and/or community-based behavior change and social welfare initiatives. Detailed knowledge of the social, education and health sectors in the host country, including institutions, strategies, policies, objectives, development perspectives, political structure and environment.
Skills and Abilities: Project management skills, including data and information management, administrative, and monitoring skills used to track the performance of implementing partners and activities. Excellent communication skills both orally and in writing, especially in being able to present information, analyses, and recommendations to individuals with nontechnical background. Ability to respond professionally and adjust in fluid situations to meet deadlines in the face of competing priorities and time pressures. Ability to work both independently with limited direct supervision of day-to-day activities and as well as to function as an integral part of a team. Excellent interpersonal skills, including the ability to establish and maintain relationships with a wide array of contacts. Diplomacy and tact and the ability to negotiate difficult issues and build consensus to achieve results with a wide range of individuals. Ability to operate independently with limited direct supervision of day-to-day activities are required. The incumbent must possess strong communication skills (oral and written), advocacy, and networking skills. S/he must have strong conceptual and analytical skills to be able to quickly grasp and translate new concepts into operational plans and results. Strong analytic skills with the ability to independently and reliably analyze political, social, economic and policy issues and to formulate, present and effectively defend complex activity design and implementation actions and documents in a clear manner and according to profession standards is also required. Excellent computer and software skills. Must possess the ability to establish and maintain effective working relationships and an extensive range of contacts and stakeholders e.g. with USAID, Implementing Partners, Ministry of Social Development, Health, Basic Education, youth organizations focused on creating employment and non-governmental organization (NGO) counterparts. Excellent verbal, written and interpersonal skills and an ability to work in a team environment are required.
Post Entry Training:The Specialist will be required to undergo USAID training in Programing Foreign Assistance, Project Design and Management, and maintain a COR/AOR certification. Familiarization training in USAID-specific procedures, regulations, and methods. On-the-job training regarding USAID, PEPFAR and PMI policies, procedures, and regulations, including the Automated Directives Systems (ADS), Mission Orders, and all planning and reporting databases. Successful completion of formal COR/AOR training is necessary for proper job performance and will be provided. Training to maintain professional capability in the field, and other courses offered for professional USAID staff, as appropriate; and courses, seminars, conferences, and other activities in fields related to the function and needed to maintain and update professional qualifications may be provided as they become available, subject to availability of funds.
Supervision Received:The Specialist reports to the Bilateral Health Office Deputy Director for Prevention who will be responsible for reviewing and approving the individual’s work plan and performance measures and establishing deadlines. The individual will carry out independent tasks as well as work very closely with multiple team members and will be responsible for effectively managing time and resources to meet deadlines on multiple concurrent tasks. This individual is responsible for personal compliance with USAID policy and regulations as well as Mission guidance. Completed work is reviewed in terms of achievement of program/project/activity goals, effectiveness in meeting provincial and USAID objectives, and integration with other initiatives in the Bilateral Health Office and Mission portfolio. Some technical direction may come from other professionals in the Office; in general, however, the Specialist will be expected to exercise considerable autonomy and best judgment in discharging the duties of the assignment.
Supervision Exercised:The direct supervision of other staff is not contemplated.
Available Guidelines: Available administrative guidelines establish a broad pattern of operations that requires a frequent need to exercise judgment and interpretation and provides an opportunity for initiative and innovation. Relevant guidelines include the USAID Automated Directives System (ADS), PEPFAR guidelines, Country Operational Plans, Health Implementation Plan, Country Development Cooperation Strategy, National Strategic Plans, Mission Orders and other directives.
Exercise of Judgment: The Specialist must exercise substantial independent judgment in performing duties, evaluating the quality of information, and organizing and presenting data in the preparation of documents, presentations and briefings. The individual adjusts the order in which tasks are completed to meet deadlines and plans work over a period of days, months, quarters and years. The job holder may amend existing practices in consultation with his/her supervisor, resolve problems without assistance, including more challenging problems in collaboration with others. High level sound judgment is required to make decisions based on careful analysis of facts and variables, possible alternatives and potential political and development implications and impact. Expert judgment must be exercised to complete work independently, monitor implementation of activities and maintain accountability for results achieved and work seamlessly with Bilateral Health Team members. As the Health Office’s Social Protection & Psychosocial Support expert at the Provincial level, the job holder will have extensive discretion over his/her own work. Work objectives are agreed to by the supervisor, but the job holder has extensive discretion to plan and work to meet their work objectives. It is anticipated that the supervisor will meet weekly initially and bi-weekly after six months, over time this will move to monthly to manage performance and deliverables. Domestic and International travel is approved by the supervisor, but the job holder has extensive discretion over local travel and is expected to represent USAID BHO Team on the ground at the Provincial level in both the Western Cape and the Eastern Cape.
Authority to Make Commitments: The Specialist has no independent authority to commit the USG to the expenditure of funds. The Specialist makes administrative arrangements, establishes priorities, and acts consistent with ADS guidance and Mission policy. When working with USAID partners and Mission personnel, the individual is authorized to propose solutions to non-technical problems within his/her abilities and experience and provides recommendations which are consistent with operating procedures.
Nature, Level, and Purpose of Contacts: Frequent contacts with stakeholders inside and outside the Consulate concerning provincial strategy and policy issues, coordination, and consultations. Contacts include: the supervisor; interagency mid and senior-level leadership; mid and senior-level South African Provincial Government officials; mid and senior-level officials from the donor community, implementing partners, and the private sector. The job holder has a full range of contacts within the Mission at all levels and maintains contact implementing partners regarding program implementation. Within the Consulate, contacts are with counterparts and senior staff at USAID, CDC, and State Department. Frequent and substantive personal contacts with mid- and high-level provincial officials of the Government of South Africa, other donors, and civil society, are for the purpose of explaining and advocating and private-sector attitudes and concerns to senior USAID officials; and to directly influence the host country provincial government, USG inter-agency and development partner investments and activities in the sector. In addition, the Specialist provides technical assistance and guidance on best practices to USG staff, and host-government and partners specifically at the Provincial level. The position provides advanced assistance to PEPFAR Provincial implementing partners to improve performance. The job holder will collaborate with USAID, PEPFAR, other agencies implementing partners, Provincial Governments and the South African Government, and other external stakeholders on HIV prevention interventions. The position provides specialized advice to internal staff as it relates to HIV Prevention indicators. The job holder provides technical compliance of USAID/South Africa HIV and TB programs with South African Government and U.S. Government policies and guidelines.
Time Expected to Reach Full Performance Level: One year.
EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The following factors, and points for each, will be the basis for the evaluation of applications meeting the required minimum qualifications. FACTOR #1 - Relevant Work Experience 35 points:
- A minimum of seven (7) years of progressively responsible experience in developing, implementing, and/or monitoring HIV prevention, social welfare and behavior change programs to provide a comprehensive HIV prevention package, or related health issues, for AGYW.
- Experience coordinating with host country governments at the national, district, or local level on relevant public health challenges for AGYW, including HIV/AIDS, gender-based violence response and prevention, education, or other similar issues.
- Experience working with the South African Government at National or Provincial levels or NPO’s supporting Government programs
- Experience working with donors and supporting PEPFAR-funded programming
FACTOR #2 – Job Knowledge - 35 points:

Selection Process:

COMPENSATION

Prior Work Experience: : A minimum of seven (7) years of progressively responsible professional-level experience in the field of public health, social work, social protection and support, HIV programming or social determinants of health or social asset building is required.
Language Proficiency: Level IV (fluent) advanced professional proficiency in English, oral, reading and written communications and Level III speaking proficiency. Language competence may be tested.
