Job description

Basic Function of Position:
 
The USAID Project Management Specialist (Finance and Private Sector Engagement) is a cross-cutting position located in the Pretoria Office of Power Africa, under the supervision of the Pretoria-based Partnerships Office (PAPO) Deputy Director or designate. They collaborate with the Climate Finance Advisor in PACO, support outreach and public engagement by the PA Coordinator, PA Energy Office staff, PAPO Directors, and PA Team Leads to stay informed of both internal and external financing activities and resources. The Project Management Specialist will serve as a principal advisor for the development of finance-related partnerships and activities on the continent. Their chief function is to advise and support Power Africa to expand partnerships and explore innovations in financial structures and technological practices to accelerate a carbon-free future. They will function as a local technical resource to develop investment mobilization and business models, encourage technological innovation, and increase Power Africa’s transaction pipeline.
 
Major Duties and Responsibilities:
 
  1. Project and Program management (40%) 

Serves as an extended member of activity designs, advising Power Africa staff and senior leadership on how to best incorporate partnership financing into new designs, ensuring that blended finance PSE opportunities are maximized. Liaises with the Program Office, Energy Office and Communications team to ensure successful program management of PAPO mechanisms with Implementing Partners (IPs). Serves as COR/AOR (and/or alternate) for Partnership-related activities. As COR/AOR of projects related to climate finance, development partners and private sector engagement, complies with all functions and duties as established in the COR/AOR letter, including the following functions: 

a. Monitors primary contractor/grantee’s progress in achieving the objectives of the program descriptions. 

b. Reviews reports, work plans, budgets, expenditures, and sub-contract/grant proposals. 

c. Provides implementation guidance. Verifies that program activities conform to terms and conditions of the award. Monitors activities following the implementation stage. 

d. Makes written recommendations to the Contracts/Agreements Officer when changes to the program descriptions, technical provisions, and/or any other terms or conditions of the contracts/awards are necessary, along with a justification for the proposed action. 

e. Requests new modifications to existing contracts/grants through GLAAS. Meets with clearance officials to resolve any problems that arise with requisitions. 

f. Responsible for any USAID substantial involvement specifically delegated to the COR/AOR in the schedule of the award such as approval of key personnel, development of indicators and program targets. 

g. Administers financial management responsibilities as outlined in the COR/AOR Designation Letter. 

h. Analyzes project expenditures and oversees the preparation of quarterly accruals and other financial or budget data. Reviews and monitors budgets for work plans. Receives and analyzes financial quarterly reports from the awardees. Contact partners directly to clarify any questionable items. 

i. Maintains current information on how much has been obligated, how much expended, the pipeline and how much remains for each contract/grant or project activity. Provides information to leadership, as requested. 

j. Provides support to designated CORs/AORs as Activity Manager to monitor and oversee the implementation of approved work plans and verify invoices. 

k. Attends and participates in meetings, seminars, and evaluations of program activities. Meetings may be with the national, regional and local government authorities, leaders of the private sector, other international donors, public international organizations, and non-governmental organizations (NGOs). Follows up to ensure that assigned actions are carried out in the agreed upon timeline. 

l. Receives and reviews periodic reports to ensure that benchmarks and goals are being met. 

m. Provides guidance on USAID policies and procedures and answers questions of implementing partners. 

n. Travels to activity sites to observe progress, identify and/or solve problems and take action to ensure that assigned actions are, in fact, successfully completed in accordance with USAID regulations 

The job holder is required to perform work-related travel. Responds flexibly to other work-related requirements such as supporting VIP visits

  1. Knowledge Management (KM) and Organizational Learning (30%

Gather information, identifies and analyzes issues, and develops recommendations to resolve substantive issues facing private sector companies investing in electricity or the sector in sub-Saharan Africa. The Project Management Specialist must stay abreast of incentives to invest in sub-Saharan Africa and concerns about investing in sub-Saharan Africa, as well as the thinking and incentives of various pertinent government parties. 

Applies this knowledge in the development of new Power Africa plans, strategies, schedules, or methods to accommodate changing program requirements in the financing of clean energy and infrastructure. The strategies and plans must address annual and long-term goals for engaging, negotiating, and finalizing formal partnerships with potential partners. Identifies objectives based on an analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive Operating Unit (OU)-oriented programs, such as those implemented at a regional or comparable level. Determines approach to achieve objectives, identifies specific steps, and decides on meetings, information, and other input to advance Power Africa, Partnerships Office (PAPO) priorities.

Champions KM and preserves information about meetings in form readily accessible to other staff in Power Africa including meeting notes, trip reports, Salesforce, and PATT. 

Becomes proficient in PATT and obtains necessary information for PA Coordinator, PAPO Pretoria-based Deputy Director, the Climate Finance Advisor, and OUs to prepare them for meetings and to draft and/or contribute to briefers. 

  1. Presentation and networking (30%)

Develops and strengthens relationships necessary to Power Africa and the PAPO. Meets with USG and external stakeholders, including government officials, financial institutions, and developers, independently and with other Interagency and Power Africa staff, to both learn their needs and interests and to connect them with one another. Prepares briefing materials for meetings, captures notes, and enters information into PATT. These meetings may be with individuals or at workshops and conferences.

 
CCN PSCs may participate in temporary duty (TDY) travel to USAID/Washington and other Missions in order to participate in the Foreign Service National Fellowship Program described in ADS 495maa.
 
POSITION ELEMENTS
 
Job Knowledge: The Specialist is expected to be knowledgeable about project financing and development issues faced in sub-Saharan Africa. This requirement includes knowledge of official government development priorities and major issues, program goals and objectives, work processes and administrative operations of the organization while working in target countries. The Specialist is expected to know or learn concepts of electricity generation, transmission and distribution, and the mixed sources of funding for project finance.

Post Entry Training:  CCNs may participate in temporary duty (TDY) travel to USAID/Washington and other Operating Units to participate in the Foreign Service National Fellowship Program described in ADS 495maa. The Specialist will receive on-the-job training on established USAID procedures, regulations, and policies governing PATT, USAID, and USG interaction with the media, IPs, other USG agencies, etc. The Specialist will attend USAID courses on program management, energy, and private sector engagement including and not limited to: a. Introduction to Energy Systems and International Development.

b. Scaling Up Financing for Clean Energy, Sustainable Landscapes, and Climate Adaptation.

c. Private Sector Engagement and Partnerships.

Supervision Received: Immediate supervision is from the PAPO Director or designate and general supervision from the Pretoria-based PAPO Deputy Director. The immediate supervisor provides the required guidance and mentoring on technical and managerial performance. Supervisor makes assignments by defining objectives, priorities and deadlines and assists the job holder with situations that do not have clear precedents. The Specialist plans and carries out the successive steps and handles problems and deviations in accordance with instructions, policies, previous training or accepted practice; work is evaluated for technical soundness, appropriateness, and conformity to policy requirements.
 
Supervision Exercised: This position is non-supervisory. 
 
Available Guidelines: Available guidelines include USG program/project/activity guidance, rules, and requirements; USAID Mission Orders, OU strategy, CDCS, and other relevant reports; the Automated Directives System (ADS); USAID Mandatory and Standard Provisions, and the FAR and AIDAR.
 
Exercise of Judgment: The Specialist exercises considerable judgment in providing advice compliant with Agency policies and procedures, and during interactions with host government officials, embassy counterparts, and other stakeholders.
 
Authority to Make Commitments: The Specialist may not independently commit the USG to the expenditure of funds. The Specialist acts and establishes priorities based on available guidelines and practical judgment while seeking guidance when needed. 
 
Nature, Level, and Purpose of Contacts: The Specialist maintains a wide range of contacts within the Power Africa Coordinator’s Office, partner OUs, implementing partners, embassy counterparts, and stakeholders to plan and fulfill liaison, advising, and reporting duties. They must be able to obtain and analyze a variety of information from such officials to review and assess compliance status and recommend ways to improve. They work with all USAID OUs, including technical teams, and support offices.
 
Time Expected to Reach Full Performance Level: One year.
 
EVALUATION AND SELECTION FACTORS
 
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The FAR provisions referenced above are available at https://www.acquisition.gov/browse/index/far.
 
The following factors, and points for each, will be the basis for the evaluation of applications meeting the required minimum qualifications. All applications will be evaluated based on the documentation submitted with the application. The highest-ranking applicants may be selected for an interview, but an interview is not always guaranteed. USAID may conduct reference checks, including references from individuals who have not been specifically identified by the offeror.
 
FACTOR #1 - Relevant Work  Experience 40 points: Experience in developing and managing power projects, analyzing power project financing and  providing strategic recommendations to develop partnerships and resolve substantive financing issues facing private sector companies investing in electricity.
 
FACTOR #2 - Job Knowledge - 30 points: Knowledge about project financing and development issues faced in sub-Saharan Africa. Interview Performance – 100 points 

 
Selection Process:
 
The successful candidate will be selected based upon the following:
 
  • A preliminary review of the applicant's submitted package (which includes the cover letter and CV) to establish that minimum educational, work experience and English writing fluency requirements are met.
  • Assessments to include English writing skills, and Microsoft Office proficiency that might include any of the following: Word, Excel, PowerPoint; and any technical skill test that might be deemed appropriate
  • A personal face to face interview
  • Reference checks
 
USAID/SA’s Human Resources Section will perform the preliminary review (Step 1 above) to eliminate those applications that do not meet the minimum educational and written English language requirements before forwarding the rest to the Technical Office or Technical Evaluation Committee (TEC) for further review and assessment.
 
The TEC will review each of the forwarded applications against the established evaluation criteria to develop a shortlist of applicants to be tested and possibly interviewed. Applicants will be contacted for testing (Step 2) and/or possibly interviews. Based on the results of the tests an applicant may be dropped from the interview list.
 
Following the interview (Step 3), during which the applicant will be evaluated against the established criteria, the TEC will make a preliminary determination of candidates to be considered for employment and forward that list to HR. The TEC Chairperson will conduct and document reference checks (Step 4) and advise the TEC members of the results of these checks. Please note that references may be solicited from current as well as former supervisors in addition to the references you provide in your application package. References will only be solicited for those interviewed applicants who are being considered for ranking. 
 
Based on this final input, the TEC will make its final decision on candidate ranking, prepare a selection memo for the review and approval of the Contracting Officer, after which an offer of employment will be made to the successful candidate. Unsuccessful candidates who were interviewed will be contacted and advised of their non-selection. As positive medical and security clearances are a condition of employment, the selected candidate will undergo stringent investigation prior to employment with USAID/SA.

 After the closing date for receipt of applications, applications will be reviewed for submission requirements and the established minimum requirements for the position. Applications that meet the minimum requirements will be forwarded to a Technical Evaluation Committee (TEC).

       The TEC will review each of the forwarded applications against the established evaluation criteria to develop a shortlist of applicants to be tested and possibly interviewed. 

       Shortlisted applicants may be further evaluated. Assessments to include English writing, computer and other technical skills may be administered to determine competitively ranked applicants for possible interviews. Competitively ranked applicants will be interviewed. Reference checks will be made only for the interviewed applicants.

   Following the interview, during which the applicant will be evaluated against the established criteria, the TEC will make a preliminary determination of applicants to be considered for employment and conduct and document reference checks. Please note that references may be solicited from current as well as former supervisors in addition to the references you provided in application packages. References will only be solicited for those interviewed applicants who are being considered for ranking.  The applicant’s references must be able to provide substantive information about their past performance and abilities. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant’s cover letter; USAID will delay such reference checks pending the applicant’s concurrence.

       Based on this final input, the TEC will make its final decision on applicant ranking and submit a selection memo to the Contracting Officer (CO) for final determination on whether an offer of employment will be made. Minimum requirements

Education: Master’s degree in public health, public policy, epidemiology, demography, social or science or related field, and with demonstrated emphasis on data analytics or other information management required.
 
Prior Work Experience: Minimum seven years’ work experience in the monitoring and evaluation of public health programs in South Africa required. PEPFAR/South Africa U.S. government experience and PEPFAR implementing partner experience required.

Language Proficiency: Excellent English (minimum Level IV – fluent) writing, speaking, and listening ability is required.
