Job description

Basic Function of Position:
The Janitor is responsible for cleaning and sanitizing the USAID/Southern Africa offices and bathrooms and providing escorting services when all other facilities staff members are occupied.
 
Major Duties and Responsibilities:
 
General cleaning (35%)
Under the supervision of the Operations Maintenance Assistant, the job holder will clean USAID office space on the ground and first floors of the USAID Building, including dusting, waxing, and polishing office furniture, emptying waste baskets, vacuuming, and mopping. The job holder will also respond to once off cleaning requests and emergency cleaning that may result from spills, accidents, equipment failure etc.

Bathroom cleaning (35%)
The job holder cleans the restrooms; disinfecting and deodorizing lavatories, commodes and other restroom features, polishes, and cleans water fountains, replaces soap, deodorizer, towels, and toilet tissue.

Escorting and Reporting defects (20%)
The job holder is responsible for escorting outside contractors when no other facilities staff is available and for reporting defects such as cleaning utilities, blocked drains, and leaking plumbing to the supervisor.

Sanitizing & OSHA (10%)
The job holder is responsible for the daily sanitizing of work and public spaces for the prevention of communicable diseases. The job holder is responsible for the daily sanitizing of bathrooms and associated surfaces for the prevention of communicable diseases. The job holder is also responsible for reporting situations that might put USAID staff health and safety at risk examples include, mold, open wires, open service closets and other equipment or devices that seems out of place.
 
CCN PSCs may participate in temporary duty (TDY) travel to USAID/Washington and other Missions in order to participate in the Foreign Service National Fellowship Program described in ADS 495maa.
 
POSITION ELEMENTS

a. Supervision Received: The position is supervised by the Operations Maintenance Assistant.
b. Supervision Exercised: The supervision of other USAID staff is not contemplated.
c. Available Guidelines:
General cleaning guidelines provided by supervisor.
d. Exercise of Judgment: Very limited need to exercise judgment, the job holder may adjust
his\her current schedule in order to deal with an emergency like a spill or leaking toilet.
e. Authority to Make Commitments: The job holder has no authority or need to make commitments.
f. Nature, Level, and Purpose of Contacts: Daily contact with USAID staff in undertaking job holder’s cleaning assignments.
g. Time Expected to Reach Full Performance Level: 6 months.
 
EVALUATION AND SELECTION FACTORS
 
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. The FAR provisions referenced above are available at https://www.acquisition.gov/browse/index/far.
 
The following factors, and points for each, will be the basis for the evaluation of applications meeting the required minimum qualifications. All applications will be evaluated based on the documentation submitted with the application. FACTOR #1 - Relevant Work Experience 50 points - 1 year work experience in cleaning for a large company (100 employees).
FACTOR #2 - Job Knowledge - 50 points: Basic understanding of Office Health & Safety and basic knowledge of sanitizing bathrooms, kitchens and workspaces.

How the Selection will be made:
 
Selection Process:
● After the closing date for receipt of applications, applications will be reviewed for submission requirements and the established minimum requirements for the position. Applications that meet the minimum requirements will be forwarded to a Technical Evaluation Committee (TEC).
● The TEC will review each of the forwarded applications against the established evaluation criteria to develop a shortlist of applicants to be tested and possibly interviewed.
● Shortlisted applicants may be further evaluated. Assessments to include English writing, computer and other technical skills may be administered to determine competitively ranked applicants for possible interviews. Competitively ranked applicants will be interviewed. Reference checks will be made only for the interviewed applicants.
● Following the interview, during which the applicant will be evaluated against the established criteria, the TEC will make a preliminary determination of applicants to be considered for employment and conduct and document reference checks. Please note that references may be solicited from current as well as former supervisors in addition to the references you provided in application packages. References will only be solicited for those interviewed applicants who are being considered for ranking. The applicant’s references must be able to provide substantive information about their past performance and abilities. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant’s cover letter; USAID will delay such reference checks pending the applicant’s concurrence.
● Based on this final input, the TEC will make its final decision on applicant ranking and submit a selection memo to the Contracting Officer (CO) for final determination on whether an offer of employment will be made. Unsuccessful applicants who were interviewed will be contacted and advised of their non-selection. As a positive medical clearance and security certification are a condition of employment, the selected candidate will undergo a stringent investigation prior to employment with USAID/SA..

Applicability:
 
This position is open to South African citizens and South African permanent resident permit holders. USAID Southern Africa management will consider nepotism/conflict of interest, budget, need for continuity, and residency status in determining successful applications. COMPENSATION
This position will be compensated in accordance with the U.S. Mission for South Africa’s Local Compensation Plan (LCP). The successful candidate’s salary level will be based on prior job-related experience and salary history.

Minimum requirements

MINIMUM QUALIFICATIONS

a. Education: Completion of Primary School is required.
b. Prior Work Experience: Minimum of one (1) year of manual work/cleaning experience is required.
c. Post Entry Training: The job holder will receive training in the use of cleaning tools, schedules, and areas of responsibility.
d. Language Proficiency: Level III (good working knowledge) English proficiency is required.
e. Job Knowledge: General knowledge of cleaning, sanitizing work and public spaces and of OSHA guidelines and regulations is required.
f. Skills and Abilities: The job holder must be conscientious and thorough in completing all cleaning assignments.
